Whisk together ¼ cup olive oil, orange juice and zest, lime juice and zest, soy sauce, garlic, cumin, salt, pepper, oregano, and chili powder in a medium bowl.

Add steak pieces, toss to coat, cover, and refrigerate 30 minutes (up to 8 hours). Stir once before cooking.
